Second World War the British government was
constantly monitoring the success of its various policies concerning
the Home Front. The government was also
aware of the possibility that it might be necessary to introduce
legislation to deal with any emerging problems.
It is December
1941. You have been asked to write a report on the Black
Market. This
is to be divided into two sections.
(1)
A report on what has been happening concerning the
black market since the outbreak of the war.
Things you
should consider include:
(a) What
was the black market?
(b) Why
had the black market emerged in Britain during the Second World
War?
(c) How
did the government catch the people involved in the black market?
(d) What
kind of punishments were imposed on people involved in the black
market?
(2)
A report that includes proposals about the changes that you would
like to see in government policy. These proposals will then be discussed
and voted on by the rest of the class.
Things you
should consider include:
(a) Should
people involved in the black market be given harsher punishments?
(b) Should
customers as well as the retailers be punished for being involved
in the black market?
(c) Should
the Ministry of Food employ more inspectors to catch black marketeers?
(d) What
methods should the inspectors use to catch black marketeers?
