Karl Kramar was born in 1860. A moderate Czech member of the Austrian parliament, he was arrested in May 1915 and charged with inciting Czech units to desert from the Austro-Hungarian Army. After being found guilty in November 1916, Kramar was sentenced to 15 years hard labour.

In July 1917, Emperor Karl I released Kramar from prison as part of a general political amnesty.

Kramar attended the Versailles Peace Treaty but resigned from the government of Czechoslovakia when Eduard Benes refused to aid anti-Communist forces in the Russian Civil War.

Karl Kramar died in 1937.
