Edward Bury was the locomotive superintendent of the London & Birmingham Railway. He tended to obtain most of the companies locomotives from his own firm, Bury, Curtis & Kennedy based in Liverpool. The Liverpool & Manchester Railway also purchased several locomotives produced by Bury including the famous Liverpool.

Bury also designed the Victoria for the Lancashire & Yorkshire Railway. Like most of his locomotives, Bury used a bar, rather than plate frames. This gave his locomotives a spidery-looking appearance when seen broadside. The Victoria had a large firebox, rising to a dome well above the level of the boiler barrel.
