Stephen Walsh was born in 1859. He started work as a coal miner at the age of 14. In 1901 became an agent at Wigan for the Lancashire and Cheshire Miners' Federation. A member of the Labour Party, Walsh was elected to the House of Commons in December 1906.

During the First World War Walsh supported David Lloyd George and his coalition government. He was rewarded by being appointed parliamentary secretary to the Ministry of National Service (March to July 1917) and the Local Government Board (July 1917 to January 1919).

Walsh was Vice-President of National Union of Mineworkers (1922-24) but resigned when Ramsay MacDonald appointed him Secretary of State for War in January 1924. He held the post until the Labour Party lost power in November 1924. Stephen Walsh died on 16th March 1929.
