The
legislation passed in 1891 updated the 1882
Immigration Act that denied entry to "convicts (except those
convicted of political offences), lunatics, idiots and persons likely
to become public charges". Prospective immigrants were now refused
if they had a "dangerous contagious disease" or were polygamists.
It was now the responsibility of the commanding officer of every vessel
bringing immigrants to the United States to report to the officials
the "name, nationality, last residence, and destination of all
such aliens".
